Delhi police constable gives bizarre reaction after hitting vehicle

After hitting a vehicle, a constable of Delhi police was heard saying to a lady, "Accidents and murder do happen on roads only." The lady has alleged the police office of being intoxicated. There have been demands of medical check-up of the alleged constable.
