India via UP: Will India be able to become completely Digital?

In India only 27 per cent people use internet, smartphone users are only 17 percent when it comes to total population. Putting forward these numbers, Opposition has been asking Narendra Modi government if the dream of cashless or Digital India is actually possible when it comes to real time situation?
