Pulgaon fire: Accidental fire or sabotage?

A massive fire at the Pulgaon Central Armament Depot near Nagpur in Maharashtra killed 16 personnel, including two army officers and injured 19 others. This is not the first time that Pulgaon arms depot has witnessed a tragedy like this. While a probe has been ordered to get to the actual cause of today's incident, there are deeper questions to ask about fires in ammunition depots in the country.
