The Narendra Modi government is gearing up to replace the University Grants Commission (UGC) and All India Council of Technical Education (AICTE) with a single higher education regulator.

The proposed Higher Education Empowerment Regulation Agency (HEERA) is aimed at eliminating overlaps in jurisdiction and remove irrelevant regulatory provisions.

Earlier in March the Prime Minister had chaired a meeting on education system following which the decision was taken. Several experts had advocated a similar idea, but the same was never implemented.

The HRD ministry and the Niti Aayog are working on the new law of Education system. The committee consistes of Niti Aayog CEO Amitabh Kant and higher education secretary KK Sharma as members.

HEERA is aimed to put an end to the inspector raj and harassment that the UGC regime is associated with. The new body will also be empowered to take strong penal action when necessary.
