With the poll bugles sounded in the MCD, the Aam Aadmi Party is taking the challenge head-on to form its government in the civic agency this December. Intensifying the party’s MCD campaign, AAP National Convenor and Delhi CM Shri Arvind Kejriwal announced 10 guarantees for the people of Delhi on Friday. The guarantees come as part of AAP’s highly successful ‘Kejriwal Ki Guarantee’ campaign that bore fruit in the Delhi and Punjab assembly elections for the party. Announcing the guarantees, the Delhi CM presented a blueprint to make Delhi the best global city. He said, “AAP will beautify Delhi, clear out garbage mountains and end corruption in MCD. Delhi’s parking crisis-stray animal problems will be solved, MCD roads, schools, hospitals, parks will be facelifted and transformed. Traders will be uplifted, Inspector-Raj, Conversion-Parking Fees will be ended; hawkers will get vending zones to trade in. MCD’s contract workers will be regularised; all employees will be paid salaries in the first week of the month itself.” He further asserted that the AAP’s guarantees were no less than ‘Fevicol Ka Jod’, and the party sticks to its words.
The AAP Convenor also hit out at the BJP for cheating the people of Delhi. In a no holds barred attack, he said, “BJP earlier brought out a ‘Sankalp Patra’ and threw it in trash after coming to elections; after December 7, their ‘Vachan Patra’ will also meet the same fate. In the last elections, BJP said they’ll clear out the garbage mountains; now they say every city has these garbage mountains. Do London, Tokyo, New York, Washington and Paris have garbage mountains? BJP has failed on its promise. BJP’s No 2 says Delhi Government doesn’t give them money; for the first time a Central Government is shamelessly saying that they want funds from a state government. BJP promised to bring funds for MCD from the Centre; they failed to bring a single naya paisa in the last 5 years. BJP accepted that all their councillors are corrupt, they didn’t renominate them; shouldn’t have they been sent to jail? Would stopping renominations end corruption? BJP has made the lives of Delhiites hell; they stopped free yoga classes, anti-pollution campaigns, doorstep delivery of ration. Appeal to Delhiites to not vote for the party that fights with them, stops their yoga classes, and instead vote for the party that builds schools, drives Delhi towards progress and teaches you Yoga for free.”
AAP’s guarantee no less than ‘Fevicol Ka Jod’: Arvind Kejriwal Shri Arvind Kejriwal said, “The MCD elections are around the corner now. The people of Delhi are very eagerly waiting for the elections so they can bring AAP to power. On one hand, the incumbent MCD government has cheated the people of Delhi, on the other the AAP has been delivering on every single aspect of governance. AAP gives guarantees. Our guarantees are rock-solid. They are like Fevicol Ka Jod. These people issue their Vachan Patras, then they fail on it, so after five years they’d issue Sankalp Patras. They have no agenda, no planning. They are ill-willed. They have no intention of working for the people. A day after the elections, irrespective of the result, their manifestos land up in the trash.”
Centre did not give a single naya paisa to MCD; my government funded MCD despite all the abuses they threw at me: Arvind Kejriwal He added, “Last time, they had made towering promises, all of which they failed on. First, they said Kejriwal doesn’t fund the MCD properly so they will ask for funds from the Centre. It has been 5 years, the Central Government and the MCD are run by the same party. Yet the Centre did not give them a single naya paisa to run the MCD. They played politics over it. They abused me over it. But, Delhi belongs to all of us, it doesn’t deserve such cheap politics. Which is why, my government put its foot down and kept funding the MCD more than anyone else did. They kept abusing us knowing we were the ones funding the MCD. What was shocking for me was that the No 2 in their National Leadership came to Delhi last month, and claimed that Kejriwal doesn’t give them money. It was the first time in the history of independent India that the Centre’s second most powerful man was claiming that the state government isn’t disbursing funds for their use. We always saw state governments asking for funds from the Centre. These people are so shameless they were asking for funds from a state government like ours.”
They failed to clean garbage, threw Delhi into a pit of shame: Arvind Kejriwal He continued, “They said all of MCD’s roads and gullies will be made pothole free. Instead of repairing them, their work has been so abysmal that the condition of MCDs roads and gullies worsened over the years. They said they’d rid Delhi of garbage. This has been the biggest joke so far. These people have thrown Delhi into a pit of shame. There’s garbage all around. All drains are clogged. The streets have piles of trash and filth. They said they’d eradicate the three garbage mountains. Now they’ve failed at that and their leaders are going on TV claiming that garbage mountains are a norm in every city. I want to ask them whether London, New York, Tokyo, Washington & Paris have such garbage mountains on display. They said they’d clean up the markets. Just have a look at Sadar once. You can’t distinguish the market’s streets from the trash there.”
They failed at ending corruption; made the lives of Delhiites hell: Arvind Kejriwal He further said, “They had said they’d end corruption. They accepted that all their councillors were corrupt last time and did not renominate them. Was that enough? When they knew they were all corrupt, why weren’t cases filed against them? Now they are saying their present councillors are corrupt and they won’t be renominated. These people do scams, mint money from corruption, but they send honest people like Satyendar Jain and Manish Sisodia to jail. I can understand they are incompetent so they could not fulfil their promises. But, they left no stone unturned in making the lives of Delhiites hell. Be it not doing anything for the residents, obstructing the Delhi Government’s projects or derailing the system in Delhi, they left no chance to hamper the lives of citizens.”
They stopped divine deeds like free yoga classes and doorstep ration delivery in Delhi: Arvind Kejriwal He said, “The final nail in the coffin was when these people stopped the ongoing free Yoga classes of Delhiites. How can someone have a problem with Yoga? Yoga is a punya. They obstructed such divine deeds as well. This whole scenario caused me huge pain. I decided that no matter what, I will not let the Yoga classes stop. And see, the classes are going on despite their refusal. They stopped our free doorstep delivery of ration in the state. Gopal Rai Ji was running the Red Light On Gaadi Off campaign to curb pollution for the last 3 years, they stopped that. I appeal to the people of Delhi — do not vote for the people who obstruct progress. Vote for the ones who’ll bring you progress. Don’t vote for the ones who stopped Yoga, vote for the ones who started Yoga. Vote for the ones who made schools for your children, not for the ones who fight and abuse. Don’t vote for those trying to stop Delhi, Delhi must grow. Vote for those who’ll help Delhi grow. Don’t vote for those who want to harm this nation, vote for those who want to Make India No 1.”
AAP will beautify Delhi, clear out garbage mountains and end corruption in MCD: Arvind Kejriwal He added, “We are announcing 10 guarantees today. We have done very well on the guarantees we announced during assembly elections, we’ve fulfilled many of them, and most are heading towards fruition. We will fulfil these 10 guarantees before the next elections as well. First, - we’ll beautify Delhi. There’s garbage all around, we’ll clean it all up. It will be a matter of pride to walk on clean streets, boast about Delhi’s beauty. We’ll clear out the garbage mountains. We will also shelve their plan of building 16 new garbage mountains. No new landfill will come up in Delhi. It is not rocket science to process garbage. We’ll call experts from London, Paris, Tokyo, we’ll build a team of global expertise to work this out. We’ll clean up the roads and gullies of Delhi. Second - corruption-free MCD. The building department is the most prone to corruption, the process of clearing all building plans and maps will be simplified and digitised. Like faceless governance in Delhi Government, we’ll do something solid here too. Everyone knows these people charge a per-lenter ransom, this would be ended and culprits would be sent to jail. We will bring a one-time scheme to regularise minor violations in buildings.”
Delhi’s parking crisis, stray animal problems will be solved, MCD roads, schools, hospitals, parks will be facelifted and transformed: Arvind Kejriwal He continued, “Third- We will solve the parking crisis in Delhi. A rational and permanent solution will be implemented to end the crisis. Fourth - a solution will be brought for the problem of stray animals. There are a lot of stray cows, stray dogs, and stray monkeys that cause problems to residents. We'll bring a solution for them too. Fifth - repairing of MCD roads, all MCD roads are dilapidated today. We’ll get them repaired and ensure they don’t hinder anyone’s commute anymore. Sixth - MCD schools, dispensaries and hospitals are in disrepair. We will transform all of them like we have done under our government. Seventh - MCD parks will be facelifted. MCD parks are a disaster, we will transform them and make Delhi a city of beautiful parks.”
Contract workers will be regularised; traders will be uplifted, Inspector-Raj, Conversion-Parking Fees to be ended: Arvind Kejriwal Shri Arvind Kejriwal said, “Eighth - Contract workers will be regularised. Many employees aren’t paid for many months, they will all be paid on time. No matter how we arrange funds, everyone will get salaries within the first week of the month. Ninth - end to all problems faced by traders. Traders are under severe distress because of MCD, they have to pay bribes for licences, and undergo hassles. We will simplify and digitise the system. We will end conversion and parking fees. We will end inspector raj. We will open up all the sealed shops. We will hear out all the concerns of traders and resolve them. Tenth - hawkers will get licences to sit in vending zones. We will make vending zones for hawkers so they don’t get hassled like they do now. Delhi Government had made the policy many years ago but MCD never implemented it. We will give licences to hawkers to sit in these vending zones. We will support them to live a fear-free life without corruption.”
What are Arvind Kejriwal’s 10 Guarantees?
1- Clean Delhi — AAP will clear the three garbage mountains, not let any new landfill come up, clean and maintain all roads and gullies, bring global expertise and latest technology for garbage disposal
2- Corruption Free MCD — Process of getting maps and building plans cleared will be simplified, ‘lenter-vasooli’ will be eliminated, minor violations will be regularised under a scheme
3- Parking Crisis will be solved — Radical and permanent solution will be implemented to solve the parking crisis in Delhi
4- Stray Animal problems will be solved — residents will get relief from the menace of stray dogs, stray cattle and stay monkeys
5- Better, cleaner roads — MCD’s roads and gullies will be repaired and maintained for easier commute
6- World-class Education and Healthcare Model in MCD too — MCD’s schools and hospitals will be transformed on the lines of Delhi Government’s Model
7- Beautification of Parks — All MCD parks will be facelifted. Delhi will be turned into a City of Parks
8- MCD Administration Reforms — All MCD contract workers will be regularised. All MCD employees will get salaries on time
9- Reforms for Traders — Conversion fees and Parking fees will be ended. Sealed shops will be opened. Inspector Raj will be ended. Licencing processes will be simplified and digitised.
10- Vending Zones for Hawkers — Hawkers will get freedom from extortion. Hawkers will get to trade inside clean vending zones.
Replying to a media query the CM said, “This time around the BJP will go on to win less than 20 seats in the 250 wards of the MCD. I can give this to the media in writing. The results will be out on December 7 and we are certain that the BJP will be kicked out of the MCD by the people of Delhi.”
Replying to a media query on how funds will be managed by the MCD if AAP comes to power, the CM said, “Don’t worry about the fund, how to get the funds is my responsibility. Earlier when the BJP-ruled the MCD they would say that the Delhi Government is not providing us with the funds. The Central Government has been holding on to the funds that it was to give to the Delhi Government, but we continue to do our work. We do not stop our work just because the funds from the Centre have not come. We do not behave like young children and cry on small matters. We do not get aggressive and abusive on all matters. The BJP just needs to stop the corruption that it indulges in and then all of a sudden there will be sufficient funds for all the projects undertaken by the MCD. Once we come to power, we will end all of the corruption and then there will be sufficient funds for all the works.”
Replying to a media query on whether the Gujarat state elections and the MCD elections being held simultaneously would affect AAP in the polls, the CM said, “The Bharatiya Janata Party is extremely scared of the Aam Aadmi Party. If there is a political party that the BJP is scared of in the entire country then it is AAP. The reason the BJP has got both the MCD elections and the Gujarat state elections conducted within the same week is so that the resources of AAP and that of Arvind Kejriwal are split between both these places. We would like to tell the BJP that they can make as many plans as they want, but what matters is that once the people have decided whom they want to bring into power, then there is nothing that a political party can do. The power does not lie with the Aam Aadmi Party or with Arvind Kejriwal, the power lies with the people of this country. The people have made up their mind that they want to give the control of the MCD to AAP and similarly also want to give the control of Gujarat to AAP, so the BJP can try and plot as many conspiracies as they want against us, we are not afraid of them.”
Replying to another media query, the CM said, “With the blessings of the people we will work in whichever part of the country we are given the opportunity to. We have the blessings of our God. The Almighty blesses only those who take the side of truth. Unlike the BJP, we do not indulge in hooliganism. We only know how to provide free electricity to the people, these other political parties do not know how to do that. We know how to provide 24 hours of free electricity to the people. These people do not know how to do it. I have been blessed by God to be able to do this. These people cannot do the same. Only Arvind Kejriwal knows how to do this magic. We know how to fix schools, but these people can only indulge in hooliganism. Only we have Shri Manish Sisodia, and these people do not have a person of that calibre. We know how to fix hospitals, we have Shri Satyendar Jain. In the last 75 years, no one else like him has been born who can fix the hospitals in this country and create Mohalla Clinics.”
