September 29 Elphinstone bridge stampede in Mumbai which led to killing of 22 people was caused due to heavy rain, claims report submitted by Western Railways (WR) chief security officer to WR general manager.
A panel led by WR chief security officer made the claims after examining video footage of the incident and recording statements of at least 30 commuters.
A senior official of WR told PTI that the stampede was caused by heavy rains which forced people outside at the ticket counters to rush towards the jammed British-era made small bridge — 5 meters wide and 32 meters long having dual exits connecting Elphinstone Road station and Parel station.
The report added passengers arriving at the station compounded the problem. People with heavy luggage lost their balance and which might have caused the stampede.
The report added that none of the witnesses talked about short circuit leading to the chaos.
The probing panel team also recommended the WR to prevent passengers from carrying heavy luggage during peak hours.
The report said, movement of commuters mainly vendors carrying baskets stuffed with goods should be restricted.

The panel also recommended carrying of wireless handsets for security staff and railway staffs.
At least 22 people were killed on September 29 morning stampeded on the narrow bridge linking Elphinstone Road and Parel suburban station.
