Shafi Amrar , a self-appointed emir of ‎Junud Al Khalifa e Hind (soldiers of Indian Caliphate) and Abu Sulemain, are chief recruiters or 'motivators' for ISIS.

Amrar, a fugitive, was first associated with IM and then joined ISIS. Sultan Amrar, his elder brother, ‎too had joined ISIS but was killed in a drone strike. Amrar is based in Raqqa, Syria.

In past NIA has seen Shafi Amrar recruiting motivating people to join ISIS. He is active in posting literature and material in support of IS. Unconfirmed reports say Shafi too died in a drone strike in April 16.
