Question Hour: Should CBSE be held responsible for the paper leak?

Question Hour: The Central Board of Secondary Education (CBSE) on Wednesday announced that the class 10 Mathematics examination and class 12 Economics examination paper will be reconducted because it was leaked on social media platform the day before. This has raised a question of who should be held responsible for the paper leak? Why should the 24 lakh students suffer without any mistake of theirs? Why should the government and the board not feel sorry about the leak?
