Will the Government be able to recover money from Nirav Modi?

Nirav Modi, the besieged diamond merchant and the suspected connoisseur of the largest banking scam in the country's history, has written to the management of the Punjab National Bank (PNB) saying the amount of money he owes to the bank is under Rs 5,000 crore, and not Rs 11,000 crore as the bank is claiming. The question arises is will the government be able to recover the money from Modi?
