Accusing the US of using the South China Sea (SCS) issue to contain its rise, China today said the disputed area should become a “sea of peace, friendship and cooperation” instead of an “excuse or a tool”.

The Communist giant also firmly refuted reports that its economy headed for hard landing due to steady slowdown resulting in millions of job losses.

The South China Sea issue “shall not be turned into an excuse or a tool by certain country to contain China’s development,” Wang Guoqing, spokesperson National Committee of Chinese People’s Political Consultative Conference (CPPCC) - an advisory body of nominated members, told media ahead of its annual political session beginning here tomorrow.

Refuting the hyped Chinese “militarization”, Wang said South China Sea should become a “sea of peace, friendship and cooperation.”

Separately, Chinese Foreign Ministry asked the US not to hype up or deliberately confuse the South China Sea issue.

Commenting on US Defence Secretary Ashton Carter’s remarks that China must not pursue militarisation in the SCS, Hong said China’s deployment of limited and necessary national defence facilities in its own territory is far from new.

China’s exercise of self-preservation and defense is a right granted by international law to sovereign states, he said.

The US has continued to increase its military presence in the SCS for a long time, Hong said, adding American military also carries out highly targeted military drills in the region and has sent military vessels and planes into China’s territory without authorisation to conduct close surveillance.

“What the United States has done has intensified tensions and is most likely to cause militarisation in the South China Sea,” Hong said, reiterating that China is firm in its determination and resolve to maintain its territorial sovereignty and maritime interests.

China asserts its sovereignty over all most all of South China Sea which is disputed by Philippines, Vietnam, Malaysia, Brunei and Taiwan.

The CPPCC which has a membership of over 2,230 nominated members including film stars like Jackie Chan chosen by the ruling Communist Party of China, will begin its session from tomorrow. It is regarded as an advisory body which recommends various policy initiatives to the government.

Its meeting will be followed by the annual session of the main legislature National People's Conference (NPC) which have over 2,940 mostly from the ranks of the CPC meet annually for a fortnight in March to transact legislative business.

Often described as the rubber stamp parliament for its routine approval of the CPC decisions, the two sessions sets the direction for the government.
