Congress on Sunday launched its manifesto for the upcoming Uttarakhand assembly elections 2017. Uttarakhand Congress president Kishore Upadhyay, Chief Minister of state Harish Rawat, Ambika Soni and Kumari Shelja were present at the launch. The Congress manifesto comes a day after BJP launched its vision document for the state on Saturday. The document promised a slew of freebies for the education sector including distribution of free laptops and smartphones among meritorious students besides giving a boost to health facilities and making them available to every section of society.The state will go to polls on February 15.
