The Union Home Minister Rajnath Singh on Monday said that the government has decided to start a sustained dialogue with all stake holders in Jammu and Kashmir.
Former IB Director Dineshwar Sharma will lead the dialogue process with the stakeholders on behalf of the Govt of India. The rank of the former IB Director Dineshwar Sharma will be equivalent to that of a Cabinet Secretary.
Rajnath added that the outreach process will begin soon, with a special focus on the youth of Kashmir. The government representative, Mr. Dineshwar Sharma, will have all the rights to engage whatever parties he wishes to.

This announcement from the Home Minister indicated that the centre feels that it is necessary to initiate a sustained dialogue to restore and maintain peace in the Kashmir amid the Army carrying out a clean up operation of terrorists in the valley.
The initiative has been taken as per Prime Minister Narendra Modi's Independence Day address, the home minister said.
