Odd-Even scheme: Second time unlucky?

The second phase of the odd-even car-rationing scheme, which faced its litmus test on Monday morning received a thumbs down from many commuters who complained of severe inconvenience while travelling in baked Delhi roads. Traffic snarls were witnessed in several parts of the national capital in the peak morning hours when all offices, schools and other institutions resumed after an extended weekend.
